Warfare and the rise of the state 29 Why under this pressure did some states develop into coercive, bureaucratic absolutist states less quickly or less effectively than others? Or, more to the point for most writers, why did some, most notably Britain, not seem to do so at all? For Hintze, the answer lay in geopolitical forces. Put simply, those countries facing the greater threat from neighbouring land powers put correspondingly more effort into building appropriate resource-extracting bureaucracies and into suppressing local institutions of government.
